Overview of AAR Japan

AAR Japan was founded in 1979 with a mission to help refugees from Indochina, and as a civil organization without any political, religious, or ideological affiliations. It has since then grown into an international NGO approved and registered by the United Nations. AAR Japan has five main pillars of activities; 1) emergency assistance, 2) assistance to persons with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action against infectious diseases and 5) public awareness raising about global issues in Japan. Since the beginning, AAR Japan has operated in over 60 countries. Currently we are active in 16 countries and areas, including 4 African countries namely Kenya, Zambia, Sudan and Uganda. AAR Japan is seeking to recruit a qualified Ugandan for the post of Donor Liaison Officer.

Salary (Net): UGX 975,000 – 2,025,000 per month

*Duration: 11 months, by the end of December 2018(possible for extension) with 1 month probationary period

*Project Title: Education Assistance for South Sudanese in Refugee Settlements, Northern Uganda

*Description:

The Donor Liaison Officer will build, coordinate and maintain strong working relationships with the donors. S/he will be responsible for donor liaison and reporting particularly for the UNHCR funded education projects.

*Scope of work for Donor Liaison Officer shall;

a. Build, coordinate and maintain strong working relationships with the donor (UNHCR)

b. Act as a focal person to the donor closely coordinating with different sections of AAR office

c. Prepare donor reports in cooperation with project staff members

d. Carry out field visits to monitor the implementation of activities, collect relevant information and report to the donors

e. Liaise with other stakeholders including governmental authorities, NGOs, stakeholders and other actors in education sector when necessary

f. Seek new funding opportunities and support fundraising

g. Perform other relevant duty as instructed by Programme Coordinators

Personnel specification and selection criteria

Experience required:

a. Bachelor’s degree or higher in relevant field

b. More than 5years of experience relevant to the scope of work

c. Experience in donor liaison works preferably with UN agencies

d. Experience in working with aid organizations, in emergency situation and in multi-cultural context

e. Experience in working in the field of education would be an asset

Qualifications required:

a. Ugandan citizen, residing in Uganda and able to station in Yumbe

b. Strong motivation to be part of an aid organization

c. Strong communication skills, both verbal and writing

d. Solid reporting skills

e. Strong coordination skills with various actors including high-level officials

f. Ability to develop and maintain effective working relationships with other sections and colleagues within the organization

g. Ability to adapt to new environments

h. Excellent at working as a part of the team

i. PC literacy including word processing (MS Word) and spreadsheets (MS Excel)

j. Culturally sensitive and high level of diplomacy and tact

k. Punctuality
