Palladium seeks a Monitoring, Evaluation and Results Expert on an anticipated sexual reproductive health and family planning programme in Uganda. The purpose of the programme is to support the Government of Uganda in the implementation of the Family Planning Costed Implementation Plan in order to accelerate the uptake of contraception and reduce the negative health, social and economic consequences of high fertility rates. The specific areas of focus include increased awareness of the benefits of modern contraceptives among women, girls, men and boys; increased access to quality family planning services and health systems strengthening to address gaps in the quality of service provision. The 5-year programme will be delivered in the 6 regions of Karamoja, Central 1, Central 2, East Central, Western and Eastern with an aim of achieving deep penetration within the districts. The M&E Expert will lead the design, implementation and supervision of the programme research and M&E activities under the project. In collaboration with the Team Leader, the M&E Expert will develop and design the Performance Monitoring Plan. The expert will ensure that lessons learned are integrated into programme implementation to continuously improve quality of interventions and outcomes. She/he will ensure that the project generates high quality evidence, captures and reports high quality results and applies state-of-art M&E techniques.
The M&E Expert will be responsible for the following tasks:
- Develop and implement a programme-tailored M&E framework and PMP for the project to generate output, outcome and impact indicators
- Design operations research studies and coordinate with research agencies to conduct studies and surveys including leading the situation analysis in the inception phase, baseline and end line survey design and implementation
- Lead and coordinate the development of the project management information systems (MIS) and maintain monthly records in coordination with the regional teams;
- Enhance learning across the programme team by driving the process of quarterly evidence reviews and provide expert inputs which feed into reporting (3 quarterly reports and an annual report). Provide leadership ahead of, during and post annual reviews
- Provide quality assurance for the M&E system and data collection activities. Lead data analysis and development of study reports to compile results for the technical team's inputs and wider dissemination
- Maintain data received from partners according to dashboard indicators identified for reporting to various stakeholders including the client and district governments
- Assure quality of data received through regular data audits at the facility level in coordination with the regional teams;

Reporting issues and challenges encountered and recommending solutions.
She/he will coordinate with the Team Leader and technical team on documentation and dissemination of lessons, programme successes and results to the client.
Maintain information base on health indicators at the national, regional and district levels
Build the team's capacity to integrate M&E functions in the staff routine work with a view to influencing strategic decisions based on evidence. Provide guidance to and coordinate with regional M&E Managers.
Represent the project to the client and manage the client relationship and expectations
Liaison with key stakeholders and counterparts within the Ministry of Health, district health teams, and health development partners
Represent the project at external engagements and forums
Requirements
- Master's degree in Public Health, research methods, demography, statistics, social sciences, or equivalent
- At least 10 years of relevant experience supporting monitoring and evaluation systems
- At least 8 years of experience working on health programmes (SRH/FP experience is desirable)
- Demonstrated ability to lead learning on innovative development programmes. Can provide substantial evidence of contribution to the development and management of M&E systems, results management to make management decisions, how to continually validate and revise programme logical models
- Excellent communication and representation skills, both internally and to external clients.
- Ability to work to deadlines and under significant professional pressure
- Excellent computer competence including spreadsheets, databases and word processing suites
- Strong interpersonal and report writing skills and flexibility.
