Vaccines Program

Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the unprecedented wave of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease.

In 2013, CHAI launched a new vaccine program in Uganda to apply the expertise it has developed through global and other country vaccine teams to the Immunization landscape in Uganda. The CHAI Uganda team works closely with the Ugandan National Extended Programme on Immunization (UNEPI) within the Ministry of Health and the national medical logistics provider, National Medical Stores; across four main focus areas which include improving management effectiveness and efficiency in the program management structure and approach within UNEPI, drive cold chain expansion and improvement, enhance forecasting, procurement and stock management processes and facilitate new vaccines introduction.

Position Overview

The Senior Coordinator, Management Support will be responsible for directly supporting UNEPI in delivering against their ambitious and challenging agenda, whilst building powerful and lasting capability within the team.

We are seeking an individual with deep program management experience, a strong track record of project delivery in a results focused environment and first-hand experience of capability building and working in developing country.

Reporting to the Program Manager- Vaccines, the Senior Coordinator will provide technical support for the successful implementation of the Strengthening Immunization Program Performance work stream**.** Specifically, the Senior Coordinator working with UNEPI will:

  1. Support the implementation of immunization programme performance management practices within identified districts, including the development and implementation of rigorous planning, tracking and performance management tools – ensuring they are accepted and embraced by the districts Activities will include:

  2. Develop and review detailed, costed and prioritized work plans for immunization activities

  3. Conduct quarterly review of progress against district work plan activities to identify any performance bottlenecks contributing to delayed implementation and develop strategies to address the identified issues

  4. Follow up on action items and means of verifications (activity reports, meeting minutes, etc.) against district work plan activities on a monthly basis through in-person meetings and phone follow ups

  5. Track performance across key indicators, including immunization coverage, vaccines stock availability and cold chain management; utilizing the UNEPI dashboard data during the quarterly review meetings and identification of districts that require summoning to the Inter agency Coordination Committee and UNEPI Technical working group.

  6. Share lessons learned from other countries to inform decision making for increasing immunization performance and consequently coverage and equity

  7. Present emerging issues from the district quarterly review meetings to UNEPI and build capacity of the UNEPI team to follow up on execution of action items

  8. Define the skills required within UNEPI in order to deliver against the targets of improved immunization performance and assess the existing capability levels in order to create and oversee the delivery of a targeted capability building programme, including both a core curriculum and tailored role and individual specific interventions. Activities will include:

  9. Conducting a capability base lining exercise across team members

  10. Carrying out a capability mapping exercise against key roles and functions

  11. Defining a curriculum of skills and individualized programmes

  12. Designing and delivering some interventions in key areas

  13. Overseeing the design and delivery of interventions in other areas

  14. Bachelor's Degree in Business, Logistics, Public Health, or a related field

  15. 3-5 years of work experience in a demanding results driven environment

  16. Strong analytic skills with proficiency in Microsoft Office suite – Excel, PowerPoint and Word

  17. A flexible, entrepreneurial and output-focused mindset, with strong self-motivation

  18. Demonstrated success in senior stakeholder management, coordinating partners and ability to build relationships with senior stakeholders and quickly demonstrate credibility relationships

  19. Ability to independently develop, push forward and execute a coherent programmatic strategy amidst substantial ambiguity and changing circumstances

  20. Excellent communication and presentation skills

  21. Exceptional time-management, with an ability to manage multiple tasks under tight deadlines

  22. Strong process management skills, high level of organization and good attention to detail

  23. Ability to work proactively within a context of ambiguity and to remain focused on impact
