Background
The Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. In Uganda, the DRC programme provides comprehensive assistance and protection to refugees and other vulnerable populations, supports durable solutions to protracted displacement and works to reduce armed violence (for more information go to www.drc.dk)).
Purpose
The GBV, CP, and CS Officer’s primary responsibility will be to ensure technical planning, implementation, and participation in District level activities including supporting synergy between and linking up local and national levels activities; managing multi-stakeholder engagement platforms at district level including the CSOs, and any identified stakeholders in order to maintain and further enhance the protection ideology.
In addition, he/she will be responsible for compliance with GBV, CP, and CS standards, donors, and DRC reporting & accountability policies and procedures. He/she is also tasked with providing technical assistance and guidance to mainstream GBV and CP across all the sectors. The GBV, CP, and CS Officer is also responsible to develop/strengthen relationships with agencies - at the field level - in close cooperation with the senior protection Manager.
Key Responsibilities
Implementation and Planning
Project development
- Under the supervision of the Area manager the GBV, CP, and CS officer will contribute to the writing of concept papers and proposal development on the GBV, CP, and CS thematic areas of protection. Also identify GBV, CP, and CS gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries.
- Support the protection assessments in GBV, and CP and ongoing risks analysis in order to design adequate responses.
- Take lead in PSN profiling and ongoing risks analysis in order to design adequate responses.
- Ensure quality data collection, analysis and storage in line with the Protection Information Management principles.
- Develop a robust data collection tools, analysis and storage system for informed GBV interventions in the areas of operation.
- Ensure updated filing and documentation of Child Protection cases in line with UNHCR and DRC standard tools.
- Contribute to the development of advocacy strategies based on assessment of situation and risks.
- Under the supervision of the Area Manager, ensures that all the GBV protection approaches are developed in synergy with the overall DRC’s national based protection initiatives.
- Oversee the daily implementation, monitoring and evaluation of GBV, CP, and CS interventions in Kiryandongo.
- Make sure that all the protection projects adhere to the highest GBV, CP, and CS protection standards and principles as well as DRC guidelines and accountability standards.
- Strengthen prevention and response mechanisms to all forms of abuse through sensitizations, trainings, IEC materials, capacity building of community structures etc.
- Facilitate and support awareness raising activities and advocate for prevention of SGBV within the communities.
- Ensure SGBV, and CP Standard Operation Procedures are in place and followed by all parties.
- Lead the effort to develop a multi-sectorial prevention and response and reporting mechanism as well as information sharing.
- In collaboration with the AM proactively contribute to quality and timely monthly, quarterly and annual reports.
- Conduct SGBV, and CP Situational Analysis (SITREP) on a monthly basis with partners.
Coordination and representation - Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders on the GBV, CP, and CS thematic areas at the field level in close cooperation with the Protection and Community services Coordinator.
- Active representation of DRC in the local GBV, CP working groups, PSN working group and any other meeting as requested.
- Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy.
- Actively liaise with other DRC sectors and ensure the integration of the SGBV, and CP interventions in all the activities.
- Link with the legal aid sector program as a key strategy to achieving the reforms needed to increase access to justice for the SGBV, and CP survivors.
- Work closely with the other programme components to maximize programme output and impact.
Staff development and management
- Provide technical and programmatic leadership for the GBV, CP, and CS outreach workers and community based mechanisms in Kirandongo settlement as needed.
- Provide technical leadership to the GBV, CP and CS assistants in case management work and community based protection.
- Ensure all cases are up to date (GBVIMS, CPIMS, PSN screening, and filing system) and progressing well and in line with UNHCR and DRC standard tools.
Develop staff performance measurement and targets and appraise them based on the set targets.
Provision of technical support to staff members linking DRC Kirandongo GBV prevention and response to relevant protection standards, best practices, and policy documents ensuring a rights-based approach programme framework.
Support management team to:
- Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
- Uphold DRC’s international code of conduct and principles of accountability.
- Any other tasks as may be assigned from time to time.
Communication/Reporting
- In collaboration with the Kirandongo protection team, she/he will proactively contribute to quality and timely writing of weekly, monthly, quarterly and annual reports.
Monitoring and Evaluation
- Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions in Kiryandongo.
Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
Assist in participatory needs/vulnerability and capacity assessments of affected communities
Participate in project evaluations and assist in the analysis of results.
Additional tasks
- On request perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.

Reporting Arrangements
The GBV, CP and CS Officer is responsible and reports to the Area manager
Personal Specifications
Essential:
- A University degree in Law, social sciences, development studies, guidance and counselling or relevant fields;
- Post graduate training in project planning and management;
- Minimum of (5) years’ experience working with refugees, vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs;
- Good understanding of protection information management to improve protection outcomes;
- Understanding of gender, protection and human rights;
- Experience in protection interventions in line with Refugees operation with wide Knowledge in SASA methodology;
- Experience of working with UN or Non‐Governmental organizations;
- Good communication skills and ability to conduct training and awareness;
- Computer skills;
- Good organizational and management skills.
Preferable:
- Knowledge of the local languages spoken in the operation area is an asset.
- Familiarity with Monitoring & Evaluation for UN-funded projects desired.
