Uganda: Consultancy/writer to support the finalization of three research outputs on the economic/political environment and the status of children’s rights in Uganda

How can you make a difference?

Under the overall supervision and guidance of the Chief of Social Policy and Advocacy UNICEF Uganda, the consultant/writer will finalize the following three research outputs, based on the most recent data/analyses available:

  • Children’s Census Report: Review, revise and re-write to ensure coherence of the draft Children’s census report (100 pages – excluding appendices) and copy-edit the report;
  • Children in Emergencies report: Review, revise and consolidate two separate analytical pieces focusing on children in emergencies (qualitative and quantitative pieces). The final output is expected to fully integrate the two analyses into one comprehensive report on the situation of children in emergencies. In addition, copy-edit the report;
  • Social Policy Outlook: Formulate a social policy outlook based on the political economy and fiscal space analyses. The output is expected to be 8-12 pages and provide the overarching conclusions and key actionable policy recommendations drawing on the findings from the two separate analysis. The political economy and fiscal space analyses, as well as the economic outlook, are to be copy-edited.

    This will provide a deepened understanding on the situation of children in Uganda as well as the wider social policy – political economy as well as the fiscal context. The analysis is expected to provide new evidence and clear actionable policy recommendations to improve the well-being of children particularly the most vulnerable and their families, whilst identifying opportunities to strengthen social protection services and access to basic social services in Uganda. These outputs will provide an important basis to guide future advocacy and programming in these areas.

  • Deliverables

    The following are the final deliverables:

  • Children’s census report;
  • Children in emergencies report;
  • Social Policy Outlook, 8-12 pgs (based on the political economy and fiscal space analyses which are also to be copy-edited).

  • An advanced university degree University degree in social sciences or a closely related field.
  • *A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in analysis, reporting writing and copy editing, child rights , may be taken in lieu of a Master’s degree.
  • A minimum of 8 years of relevant professional work experience at national and international levels in analysis, reporting writing and copy editing, child rights.
  • Extensive experience elaborating analytical studies as well as producing timely and high quality analytical reports.
  • Knowledge on children’s rights in general and the situation in Uganda preferred.
  • Excellent analytical, communication, advocacy and report writing skills.
  • Computer literacy, especially with excel, is required.

    This contract will begin on 10 January 2018 and end on 15 March 2018. The consultant will undertake the assignment in 25 working days and specific dates for delivery of outputs will be those indicated in the section on deliverables.

    The consultant will work from their office/location. (No travel needed for this consultancy)
