Working under the direction of the Deputy Director of Programs (DDP), the Program Coordinator is responsible for ensuring the completion of special initiatives including Exemplar, as well as advancing the country program’s commitments towards partnership with local NGOs, usage of program tools, development of a funding strategy, and development of communications tools. The position has linkages with Technical Coordinators, Grants unit, Programs Fellow, and field offices to support IRC’s programming in Uganda.
The Program Coordinator is based in Kampala, with 50% expected travel to all field sites.
SPECIFIC RESPONSIBILITIES:
Exemplar initiative
- Manage the Exemplar initiative, which includes the integration of key strategic initiatives IRC aims to rollout globally towards 2020 (specific initiatives to be chosen by the country office in February 2018).
- Support sector teams including Protection and Rule of Law (ProL), Women’s Protection and Empowerment (WPE), Economic Recovery and Development (ERD), and Health, as well as operations departments such as HR, Supply Chain, IT, and Finance across the country to adopt the Exemplar new tools and practices in the way they design and implement their programs.
- Through the Exemplar initiative, work with the DDP and M&E Manager to ensure IRC programs are measurably more outcome-focused, gender sensitive, cost-efficient, responsive to clients’ needs and preferences, and adapted to contexts of intervention.
Partner mapping
- Complete a partner mapping of local NGOs in Uganda that could be potential sub-grantees to IRC in Uganda.
- Assess IRC Uganda’s capacity to partner with local organizations, including program, HR, Finance, and Supply Chain departments. The analysis could include an assessment of IRC’s capacity gaps or strengths in partner management knowledge and training, funding or other resources, or time.
- Recommend and organize subsequent trainings or facilitate support through the regional office or headquarters to address capacity gaps found in assessment; as well as come up with strategies to capitalize on existing capacity strengths.
- Work with the region to organize a training for staff on IRC’s partner/sub-grant management systems and processes.
- Map out potential synergies between IRC Uganda programs and local partners found in the mapping, and act as a starting focal point to contact local partners for future collaboration.
Funding strategy
- Work with SMT and Grants to develop a funding strategy for IRC Uganda to widen and strengthen the donor base, using guidance from the Awards Management Unit and analyzing IRC Uganda’s Strategic Action Plan versus its operating budget.
- In coordination with the Senior Management Team, begin rollout of strategy.
Program tools
- Ensure that program tools, including work plans, spending plans, procurement plans, and staffing plans, are developed prior to the start of each grant by field teams.
- Facilitate in-depth trainings for all relevant field staff on each of these tools.
- With technical coordinators, ensure that these are reviewed systematically and at all grant meetings.
- With technical coordinators, ensure that corrective actions and updates are systematically made to plans in accordance with program changes.
Communications materials
- Work with the DDP and Program Fellow to identify needs for communications and information materials.
- Design and develop communications materials such as brochures, fact sheets, articles, posters, or audio-visual materials to promote the work of IRC Uganda among various stakeholders.
· Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
Note: -The role of the Program Coordinator cannot be limited to the specific duties and tasks detailed herein. The success of the IRC’s humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, S/he will be required to manage all unforeseen issues and circumstances and remain flexible to perform any other duties, as and when required.
Education
- Degree in Development Studies, International Relations, Social Sciences or a similar field (Master’s degree preferred).
Experience
- Minimum two years international experience working in a humanitarian or development setting.
- Experience in the management of local partners and partner mapping and analysis.
- Experience with fundraising and working with humanitarian and development donors.
- Experience managing humanitarian projects.
Skills and Abilities
- Skills in creation of communications materials.
- Organized approach with ability to work on several different projects independently.
- Ability to work and be flexible under difficult circumstances in a stressful environment
