CONTEXT OF THE MISSION

Uganda currently has one of the fastest-growing refugee crisis in the world. As of December 2015, there were 477,877 and 35,799 asylum seekers from 13 countries hosted in nine districts located mainly in the northern, southern, and southwestern regions of the country.

Between 2009 and 2012, Handicap International was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012.
In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and a small cash transfer programme. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where all new refugees are being settled, and Imvepi Settlement.

HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town. In February, HI will set-up a deep field station in Omugo settlement were field staff will reside and operate.

JOB DESCRIPTION

Under the direct responsibility of the Country Manager, and with the support of the Logistics Referent in HQ, you will be responsible for:

  • Logistics support to the mission expansion in Northern Uganda and elsewhere
  • Implementation of HI Uganda’s Logistics Strategy and Action Plan
  • Training of national logistics team
  • Participation, in coordination with the Field Coordinator, on the design of the security plan and rules and inception of the implementation the Northern Uganda response
  • Ensure the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicle) on the Northern Uganda response
  • Support the well-functioning of the office in Kampala, Uganda
  • Support the setup of a sub base in Omugo

REQUIRED PROFILE

Experiences:

  • At least 10 years of professional experience
  • At least 5 years of experience as INGO Logistics Coordinator is mandatory, preferably in emergency context
  • Experience with opening of a field base in humanitarian context
  • Proven managerial experience with large team is mandatory 
    Competencies:
  • Excellent communication skills is mandatory (at least 50% of the day-to-day job)
  • Strong organisational, training/Coaching and reporting skills is required
  • English mandatory (oral and written)

Personal qualities:

  • Strong interpersonal and intercultural skills
  • Experience in East Africa would be a strong asset

CONDITIONS

  • Starting date: 15/01/2018
  • Length of the contract: 3 months (with possibility of extension)
  • Salary from 2750 € (gross) / month regarding the experience of the candidate
  • Per-diem: 517.10€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 3 months
  • Status: unaccompanied position
  • Accommodation: collective housing fully covered by Handicap International
