CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.

Background

CRS is leading a consortium of 8 implementing and technical partners to run a five-year USAID/FFP funded $35 million program called Nuyok to build resilience to shocks, enhance livelihoods and improve food security and nutrition for vulnerable rural families in three districts of Karamoja – Abim, Nakapiripirit and Napak – which are home to 406,880 people living in an estimated 58,126 households. Nuyok seeks to strengthen governance and gender equity, community capacity to manage shocks and stresses, traditional and diversified livelihood opportunities and nutrition and health (including improved water, sanitation and hygiene (WASH) of pregnant and lactating women (PLW), adolescent girls and children under two years of age (CU2). At the end of the program, sustainable results will include empowered, resilient, healthy families; responsive, inclusive governance; and a vibrant private sector that engages smallholders at every level.

Job Summary:

As the WASH Advisor you will provide work with district level leadership, WASH sectoral working groups and WASH coordinating mechanisms in the three districts. You will support, assistance and advice to implementing partners in the WASH programming aspects with a focus on the effective management and maintained of wash infrastructure, communities’ knowledge of safe water treatment and storage, hygiene and sanitation behaviors. You will also oversee parallel sanitation promotion in schools through school hygiene clubs and through out-of-school youth groups.

Job Responsibilities:

· Liaise with district leadership and WASH working groups and other coordinating mechanisms.

· Act as the primary resource to CRS partners and staff on best practices, training and learning for the Community-Lead Total Sanitation Approach and gender sensitivity in WASH.

· Guide and support WASH related assessments, training, education, and project implementation.

· Champion the understanding and utilization of behavior change theory in hygiene promotion.

· Ensure the projects and interventions are in line with the Ministry of Water and Environment principals.

· Facilitate and support formative research for WASH activities and interventions and ensure the learning is incorporated into training, workshops, and behavior change promotion.

· Oversee the robust monitoring of WASH activities and the incorporation of all aspects of MEAL.

· Ensure the integration WASH across other program areas including, Nutrition, Livelihoods, and private sector engagement or income generation activities.

Typical Background, Experience & Requirements:

· Master's Degree in Public Health, the Social Sciences or Civil Engineering with experience in WASH infrastructure and social and behavioral change interventions.

· Minimum of 2 years of relevant field-based experience in coordinating or managing complex projects required, preferably with an international NGO.

· Additional experience may substitute for some education.

· Project management experience in WASH is highly desirable.

· Experience engaging with partner organizations.

· MEAL skills and experience preferred.

· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

· Strong critical thinking and creative problem-solving skills with ability to make sound judgment.

· Strong relationship management skills and the ability to work effectively with culturally diverse groups.

· Strong written and verbal communication skills with ability to write reports

· Proactive, results-oriented, and service-oriented

Required Foreign Language: Karimojong is an advantage

Required Travel: Extensive travels within Karamoja; 40-50% within DFSA implementation areas

Key Working Relationships:

Supervision: None

Internal: Deputy Chief of Party, Nutrition Team Lead, Water and Sanitation Engineer, Gender Advisor.

External: Community members, partner staff, other local stakeholders, staff from other peer agencies
