Manager Rights Social Protection and Accountability

Overall Job Purpose:
To design, review and implement all aspects of Rights,Social Protection and Accountability issues at PLA. This will include planning, coordination and implementation of activities.

PRIMARY WORKING RELATIONSHIP:
Manager Research and Knowledge Management, Manager Finance and Administration, Program Staff
KEY ROLE:
Plan, Design, Coordinate, Review and implement all aspects of Rights, Social Protection and Accountability Activities.
In relation to national laws and policies, international labour standards and other human rights instruments
Specific Responsibilities
Contribute to the progressive design and review of the PLA social accountability component including rights education programme.
Supervise implementation of the PLA rights abuse complaint mechanism including processing and following-up on complaints and adjudicating on appeals cases.

Develop and manage implementation of work plans and budgets
Proactive engagement with existing rights-oriented civil society organizations and networks to ensure maximum ‘reach’ at community level
Manage implementation of PLA communications and advocacy strategy including engagement of alternative communications strategies.
Supervise implementation of the PLA Social Protection interventions.
Ensure that there is an updated status of all programme matters particularly complaints received, resolved and status of all unresolved cases.

Job Requirements
Master’ degree in social sciences, development studies or community development or human rights.
At least 3 years work experience in NGO implementing human rights, labour and employment areas
Ability to understand social exclusion, vulnerability and rights-issues
Experience in operational management including management of field staff
Experience in capacity building and working with civil society organisations
Knowledge of relevant rights-oriented civil society networks
A commitment to rights education and the empowerment of vulnerable workers
Ability to adopt to PLA’s values of Professionalism, Commitment to work, Transparency and Accountability, Team work, Respect for Human Rights and Zero Tolerance of Corruption.
Skills Required
Demonstrated analytical, creativity and innovation skills.
Strong community mobilisation, facilitation and mediation skills
Strong analytical, public relations, advocacy, team building and leadership skills
Strong skills in planning, organizing and problem solving and a results-driven attitude.
Excellent written and oral communication skills; candidate must be highly proficient in English.
Excellent computer skills especially PowerPoint, M/S word and publishing soft wares
Ability work independently with minimal supervision
Ability to meet tight deadlines
