MISSION CONTEXT

Uganda currently faces the fastest-growing refugee crisis in the world. From July 2016 to August 2017 alone, the country received more than 775,000 South Sudanese refugees (an average of 1,800 per day), with the overall influx from South Sudan now standing at over 1 million, 85% of those being women and children. In total, Uganda has over 1.4 million refugees. Uganda has now become the top-ranking refugee-hosting country in Africa.
An emergency response team deployed to Uganda in May 2017 with the objective of carrying out a rapid needs assessment, , defining an operational strategy and preparing the set-up of Handicap International response in Uganda.

Following the results of the assessment, Handicap International has developed an integrated strategy aiming at providing inclusive protection and life-saving integrated humanitarian assistance to the most vulnerable population (refugees and host population) affected by the refugee crisis with the vision of building inclusive and resilient local communities. Main areas of intervention are Protection, Inclusion, Mental Health and Psychosocial Support and Food Security and Livelihoods. Its identified area of intervention is Arua, West Nile District, Uganda.
Handicap International has formally opened an office in Kampala, Uganda´s capital city, while the registration in the country is concluded and fundraising is ongoing. A base in Arua will be opened and operational in September 2017.

JOB DESCRIPTION

Under the supervision of the Field Coordinator the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager is responsible for the technically sound development and implementation of the MEAL strategy and methodological approach of the response to the refugee crisis, in Arua, West Nile, Uganda. The MEAL Manager will assist Arua project teams in enhancing projects’ accountability by implementing the MEAL strategy for each project/specific technical sector, according to Handicap International MEAL frameworks, project monitoring plans, and common outcome indicators, and in line with Handicap International Project Planning, Monitoring and Evaluation Policy.

Main responsibilities linked to the position are:

1/Set up the MEAL unit in Handicap International´s area of intervention in Arua

2/Implementation of the MEAL plan per each project

3/Proposal development and Reporting

4/Team Management

5/Representation and Coordination

SPECIFICITY

Uganda is relatively safe as long as security guidelines are respected. One of the main risks confronted in the country is the road accidents. The standard of medical care in Uganda is significantly below appropriate standards although there is a growing private medical sector, specifically in the capital, Kampala. Mobile telephone services are widely available. Internet connections are available and generally reliable, particularly in business-standard hotels and facilities.

PROFILE REQUIRED

Experiences:

  • academic background within the fields of Monitoring, Evaluation, Accountability and Learning, Humanitarian Assistance, Social Sciences or related
  • at least 2 years of professional experience in a managerial NGO position, including a minimum of 1 year in the position of MEAL manager
  • strong experience in survey design, data management, project cycle management, preferably within multisector approaches
  • knowledge of protection risks and proven capacity of mainstreaming protection and inclusion into the operations is desirable
  • writing skills
  • capacity building and coaching skills
  • experience with Handicap International is a strong asset
  • experience launching of operations is an asset
  • communication and networking
  • knowledge of Uganda context

Competencies:

  • proven managerial experience
  • proven representation experience
  • strong communication skills
  • English mandatory (oral and written)
  • strong writing and reporting skills
  • knowledge of Microsoft applications

Personal qualities:

  • ability to work under pressure

CONDITIONS

  • Starting date: 30/09/2017
  • Length of the contract: 6 months (renewable, upon funding confirmation)
  • Salary: from 2250,00€/month (gross), depending on experience
  • Perdiem: 517,10€/month (net)
  • Hardship allowance: 250€/month (net)
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 3 months
  • Status: single position
  • Housing: collective taken in charge by Handicap International
