Background

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in the refugee settlements in West Nile (Rhino camps, Adjumani and Kiryandongo settlements).

Purpose

The Finance Assistant will facilitate the efficient and effective financial operation of DRC field office. He/She will ensure compliance with DRC rules and regulations as described in the Operations Handbook (OH) alongside donor policies, procedures, guidelines and rules.

She/he will seek and receive policy guidance/ instructions and support from Finance Officer on their respective areas of responsibilities.

Key Responsibilities:

  • Implement financial policies and procedures in accordance with DRC Operational Handbook.
  • Makes all payments, process approved payments of supplier / service provider invoices on the basis of complete documentation for bank and cash.
  • Makes/ responsible for all field cash transactions, physically makes payments in the field /or follow up closely on proper accountabilities for all field cash expenditures
  • Prepares Payment Vouchers for all payments.
  • Track cash advances and ensure no outstanding advance for over a period of a month
  • Accurately prepare the necessary documents, compile source documents and submit complete documentation to the Finance Assistant daily for postings of all the paid transactions in the cash book.
  • Establish the cash requirements, and maintain adequate cash levels and related cash controls, safe custody of safe keys
  • Responsible for banking activities
  • Ensure the safeguarding of all available funds under her control
  • Scanning of vouchers and supporting documents and sees that proper filing is done in accordance with donor requirements and / or DRC OHB manual.
  • Maintain financial files (physical and soft copies) and records according to DRC Operations hand book.
