How can you make a difference?

UNICEF is seeking to recruit a consultant to conduct an operational study of the transport voucher scheme. The assignment will be undertaken in close collaboration with UNICEF, DHTs of the seven districts of Karamoja and CUAMM (implementing partners of UNICEF) to assess and document effectiveness, feasibility and scalability of the transportation voucher scheme.

Specifically, the consultant will be expected to;

To conduct an operational study on effectiveness, feasibility and scalability of transportation voucher scheme for pregnant women and sick newborns in Karamoja districts

  1. Design a quantitative and qualitative study protocol encompassing effectiveness, feasibility and sustainability of the transportation voucher scheme. This should also capture the perspectives of the MoH, DPs, clients and community.
  2. Implement the study, analyze findings and draft final report
  3. Document process of implementation of the transport voucher scheme
  4. Assess the effectiveness of the scheme in improving maternal and newborn health outcome
  5. Compare the model in Karamoja to other existing models(such as nationally to-be-adopted Marie Stope’s Voucher Scheme) in Uganda in terms of outcome- and cost-effectiveness and scalability
  6. Assess opportunities and strategic options for transiting the current transport voucher scheme to the model adapted by the government for sustainability
  7. Share recommendations on how to improve the current transport voucher scheme

To qualify as a/an [champion or advocate] for every child you will have…

  1. Advanced university degree in medical sciences, public health, social sciences, or related field. At least 5 years of professional experience working in public health/related fields. Additional experience research and evaluation including at least 10 year experience in qualitative, policy and service delivery research desirable
  2. Motivated, highly organized, critical thinker with strong analytical skills who is able to work as part of a team and independently
  3. Demonstrated ability to coordinate national-level assessments with multiple stakeholders, incorporating both qualitative and quantitative methodologies
  4. Proven ability to manage relationships with MoH, including partners, UN organizations, NGOs, academic institutions, and the private sector
  5. Strong writing and communication skills
  6. Ability to travel and work in rural and remote locations
  7. Fluency in written and verbal English is essential**
