PROGRAM/ DEPARTMENT SUMMARY

Mercy Corps has been operating in Uganda since 2006 and works to catalyze change makers within the Ugandan private sector, civil society and government to create economically dynamic, healthy and secure communities. We were recently awarded funding for an 18-month Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) funded program around Livelihood Programs for South Sudanese refugees in Bidibidi Settlement, Rhino Camp and Palorinya Settlement in Uganda. The program will focus on building Livelihood activities and Agriculture resilience through agricultural inputs and trainings, creation of VSLAs and IGAs activities.

GENERAL POSITION SUMMARY

Mercy Corps is looking for an experienced, qualified person to fill the position of M&E Assistant. Reporting to a Program Officer and the M&E Officer, the M&E Assistant will support implementation of livelihood activities Rhino Camp and Palorinya Settlement. As needed, M&E Assistant s will be expected to support all interventions of the program. Specific activities will include strengthening relationships with existing community structures, assessing beneficiaries; mobilizing community members for assessments and registration of beneficiaries; post-distribution monitoring and after-action-reviews and any other activity as needed. S/he will be a creative, action-oriented problem solver with strong experience in partnership management.

ESSENTIAL JOB FUNCTIONS:

Planning, developing and implementing livelihood activities

· In coordination with Program Manager and Officers, mobilize community members, taking care to identify those who fit the selection criteria, for registration and other activities.

· Support community sensitization activities. Identify specific topic areas of information needed and develop clear communications plans to effectively disseminate information.

· Support development of platform to distribute vouchers, seeds and tools and its implementation in the field.

· Support farmer’s trainings and demonstration gardens.

Documentation, and Reporting

· Support the development of livelihood training and farmers registration.

· Support data collection activities

· Maintain proper filing system.

· Prepare and submit timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation. Respond to queries if and when necessary.

Monitoring and Evaluation

· Under guidance of Program Manager, Officer and M&E Officer, participate in any market assessment and baseline/endline data gathering needs.

· Support the development of selection criteria and beneficiary registration tool.

· Support data collection activities including post-distribution monitoring and after action reviews for key activities. Continuous improvement of activities will be expected based on this information.

Management of Data and Information system

· Assist program teams to develop and maintain knowledge and Information management system to support data collection, reflection, analysis and reporting needs.

· Ensure quality control procedures and accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned.

· Provide support in the development of MEL Plans, tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.

Collaboration / Networking

· Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Uganda and to not jeopardize its humanitarian mission.

KNOWLEDGE AND EXPERIENCE:

· Bachelor’s Degree in relevant field.

· Preferably 2 years’ experience in a similar position.

· Background in humanitarian response activities preferred.

· Strong community mobilization skills a must.

· Good writing, communication, organization, prioritization and negotiating skills.

· Good (English) verbal and written communication skills preferred.

· Computer literacy with a full knowledge of office applications.

· Excellent attention to detail and ability to complete tasks in a timely manner.

· Excellent teamwork abilities and interpersonal skills.

· Demonstrated flexibility, creativity and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment mandatory.

· Proactive, problem-solving action orientation is essential.
