Child’s i Foundation is seeking an experienced Finance Director to join its Senior Leadership Team in Kampala, Uganda.
Child’s i Foundation is an innovative NGO in Uganda focusing on child protection reform and the transition from institutional care to family and community based care.
With a budget of £1m, 100 staff, 4 offices (HQ in Kampala and 3 field offices) and 3 major donors, you will make a real difference to the organisations ability to have lasting impact. Being a relatively small and young organisation, there is opportunity to forge solutions to new challenges that present themselves and influence policy. You will guide decision making by the timely provision of meaningful financial reports and insights, ensure safe financial control and compliance, and build financial security by supporting the development of funding proposals.

FINANCE DIRECTOR JOB DESCRIPTION
TITLE: Finance Director
REPORTING TO: Country Director (with a reporting line to the CiF UK Financial Controller)
MANAGES: Finance Manager, Finance Officer and Finance Assistant
LOCATION: CiF Head Office in Kampala with possible travel to other office locations
LENGTH OF CONTRACT: 2 year fixed term
Overall purpose of the role The main purpose of the role is to work with the Country Director, CEO and CiF UK Financial controller to ensure effective strategic and operational financial management of Child’s i Foundation in Uganda. The successful candidate will be a hands-on and participative manager, leading a team to support the following areas: finance, strategic business planning and budgeting.
DUTIES AND RESPONSIBILITIES
Strategy, planning & budgeting
Work with the Senior Leadership Team to execute the organisation’s strategic and financial plan. Responsible for co-ordinating the development of budgets.
Tasks include, but are not limited to;
• Co-ordinating the development of Child's i Foundation Uganda budget in consultation with the CEO and Financial Controller of Child's i Foundation in the UK
• Developing budgets in donor formats to accompany funding proposals
• Supporting sub-grant partners to develop activity based budgets for incorporation into proposals
• Maintaining a coding map for each donor budget, linking these codes to those in the QuickBooks accounting software
• Co-ordinating budget revisions and re-forecasts
• Preparing monthly rolling cash flow forecast for a twelve-month period.
Financial Management
Responsible for ensuring that accounting, reporting and internal control systems and procedures are adequate for the organisation’s need, and are adhered to.
Tasks include, but are not limited to;
• Working consultatively to ensure finance policy and procedures are robust and user friendly
• Proposing/contributing to amendments to the Finance Manual, and making changes as needed
• Ensuring both programme and operations staff are trained in relevant financial policies and procedures
• Ensuring transactions are processed and posted safely, accurately and efficiently
• Ensuring a timely and accurate month end process, with a hard close no later than the 10th of each month
• Overseeing budget monitoring by ensuring monthly departmental Budget vs Actual reports are prepared, shared with budget holders, variances analysed and appropriate actions taken
• Ensuring monthly finance summary is presented to Senior Leadership Team, including balance sheet, fund balances, income and expenditure against budget and explanations for variances
• Ensuring monthly finance summary is shared with Child's i Foundation UK after review by Senior Leadership Team
• Ensuring quarterly reports for the Child's i Foundation UK board are prepared in the agreed format, and presented to the CEO and Financial Controller in accordance with an agreed timetable
• Ensuring KPIs are defined, tracked and reported on appropriately.
Grant Management
Responsible for ensuring that donor funded project objectives are delivered within budget, donor regulations are complied with, and donor reporting requirements are met.
Tasks include but are not limited to;
• Ensuring that the financial aspect of relationships with donors is well maintained
• Reviewing grant agreements before signing to identify areas where CiF systems need to be revised for compliance
• Collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting
• Ensuring clarity of responsibilities with respect to sub-grantees, and CiF’s ability to deliver on those responsibilities (e.g. fraud, error, capacity building)
• Working closely with programme staff to develop budgets for proposals, provide analysis for BvA reports, submit reports and cash requests, and respond to queries.
Senior Leader
As a member of the Senior Leadership Team, be part of implementing and developing our successful management approach which is proactive, ethical, collaborative and solution focused. Responsible for the effective leadership of the finance team and promoting excellent people management practices at all times.
Tasks include, but are not limited to;
• Supporting and motivating the finance team to fulfil their function, ensuring roles are clearly defined, with objective setting, regular one-to-one meetings, departmental meetings, appraisals, leave management, mentoring and training as needed
• Ensuring team activities and deadlines are well planned, such as leave, meetings, audits & reports to ensure the effective and efficient running of the team
• Offering professional guidance and advice from a financial perspective; making recommendations and following through, taking a lead as may be directed from time to time, with agreed actions
• Promoting and developing effective communication in the team, across CiF Uganda and with CiF UK, and externally.
Risk & Compliance
Responsible for identification and mitigation of certain elements of risk management and ensuring compliance.
Tasks include but are not limited to;
• Being aware of relevant taxation, legal and other regulatory requirements for NGOs in Uganda and ensuring compliance with requirements
• Ensuring timely filing of audited financial statements and annual returns
• Ensuring audit findings and recommendations are actioned
• Working with Director HR & Operations to ensure that all significant financial risks are logged and tracked on the risk register
• Ensuring or undertaking internal audit checks, and other actions to mitigate fraud risk.
QUALIFICATIONS, SKILLS AND EXPERIENCE
Essential:
Qualified Professional accountant (ACA, ACCA, or CPA)
Relevant business degree In-depth understanding of NGO accounting issues and requirements
10 years in finance, at least 3 in management position
Excellent Excel skills (developer level according to ICAEW competency framework)
Pro-active solution-finder, self-motivated and able to prioritise work under minimal supervision Commitment to promoting and maintaining the rights, needs and well-being of children
Ability to promote good behaviour and challenge bad practice
Commitment to on-going mentoring and developing new skills for the Finance team
Excellent interpersonal skills; the ability to communicate effectively with a diverse range of people; establishing and maintaining effective working relationships
Effective listening, verbal and written communication skills.
Desirable:
Experience of working with QuickBooks accounting software
Experience of USAID, DFID funding
