War Child Holland’s programme in Uganda

WCH has been working in Northern Uganda since 2004 and currently operates in Acholi and Lango regions with a country office in Lira. As the situation in Uganda has stabilized, War Child Holland in Uganda focuses on the empowerment of young people and communities with emphasis on vocational skills training in addition to child protection and psychosocial interventions. Based on the recalibrated strategy of WCH, it is decided in September 2013 to finish donor obligations and end the presence of WCH in Uganda in 2016.

The Programme Manager (PM) will manage two projects: Building Skills; Changing Futures 2 and Conn@ct.Now

Building Skills: Changing Futures 2:This project is funded by the European Commission and the Dutch Ministry of Foreign Affairs (Partnership in Protracted Crisis). The project started in September 2012 and ends in August 2016. The main objective of this project is to enhance the capacity of young people in northern Uganda to access employment through non formal education and vocational training. This project is implemented with a National partner.

Conn@ct.Now: This project is funded by the Dutch Ministry of Foreign Affairs. It started in 2010 and in 2015 activities will be completed. Objective of the project is enabling children and young people affected by armed conflict to fully enjoy their rights and live in societies that respect their rights. The main activities for the remaining period of the project are vocational skills training for youths and sustainability support for ICT centers and Participatory Youth Radio programme.

Your challenge

You will insure that the two projects under your responsibility are implemented according to the grant agreements and in line with War Child’s mandate. You ensure quality of the content of the programme with a special focus on the vocational training (non-formal education) component. You support and build capacity of the local partner and War Child national staff to ensure quality and timely implementation of the programme. On request: Support the implementation of the exit strategy, the sustainability of the work done in Uganda and documentation of lessons learnt for the wider organisation.

Your main tasks and responsibilities

  • Plan and monitor program implementation and measure programme effectiveness;
  • Give proactive advice to the Country Director on necessary adjustments in project content, direction and implementation;
  • Develop tools and formats for planning, monitoring and evaluation in close cooperation with Quality and Learning Department of Head Office and support program staff and local partner in application of these tools;
  • Support the development of tools for assessment of quality of programming including teaching by service providers.
  • Adequate (budget) control of project implementation;
  • Ensure timely delivery of internal and donor narrative reports in line with the respective requirements;
  • Train, coach and provide continued support to the project staff and local partner in order to build their capacity to implement, monitor and evaluate the programmes;
  • Supervise and manage the programme staff;
  • Represent WCH in content meetings and coordination platforms and forums on education, youth empowerment and youth development, and if needed on capital level;
  • Liaise with professional counterparts of authorities and (i)NGO’s in Liraand at national level related to the projects under your responsibility.

Profile

  • Five years of experience with programme management in an international humanitarian or development context;
  • Proven experience in Technical Vocational Education programmes in post conflict situations with an iNGO is a must;
  • Relevant academic background (International Development, Education, Pedagogy, Social Sciences);
  • Knowledge of quantitative and qualitative planning, monitoring and evaluation tools;
  • Excellent command of English is a must (verbal and written);
  • Strong coordination and communication skills;
  • Strong reporting skills;
  • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations;
  • Capacity building and training skills;
  • Good analytical and problem solving skills;

Job Location:Lira, Northern Uganda, with 50% travel to project operational communities

Contract:War Child Holland offers a 1 year contract. The contract might be extended for a few months depending on the need.
