The organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.

Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Our work is 100 percent funded by voluntary contributions, most of which are funded by Government partners. This is why the role of the Government Partnerships Officer (Donor Relations) is very important.

ARE YOU UP TO THE CHALLENGE?

We are seeking qualified individuals for the position of Government Partnerships Officer (Donor Relations) at NOB level, to be based in our Country Office in Kampala, Uganda. Selected candidate will be employed on a fixed-term contract with a probationary period of one year. Qualified female candidates are particularly encouraged to apply.

ORGANIZATIONAL CONTEXT

This job is found in the Uganda Country Office (CO), and it reports to the Country Director or the designate. The Job holder operates with minimal supervision, and provides guidance to junior staff. The holder is heavily involved in day–to-day activities, analytical work and provides advice on less complex issues.

JOB PURPOSE

To contribute to the development of new and existing partnerships with government partners in order to advocate the work of WFP, and raise and mobilize resources to support WFP programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.
  2. Implement the work plan for assigned area by delivering activities that maintain and develop government partnerships in order to maximise resources raised for the programme.
  3. Contribute to the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analysing results, in order to maximise resources raised.
  4. Provide support to technical units in the Country Office, Regional Bureau and/or Headquarters as required, in order to assist them to effectively mobilise donor resources and to ensure the donor conditions are met and adhered to at different programming levels.
  5. Prepare briefs on resourcing outlook for: Country Strategic Plan (CSP) and Country Budget Portfolio (CBP) ; Country/Regional/Division Directors; the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP); supply chain meetings; and operate as a resourcing focal point in order to ensure that concerns are adequately considered.
  6. Guide more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  7. Collate and analyse data for the preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.
  8. Proactively contribute to ideas and highlight fundraising opportunities to senior managers for new strategies to maintain and increase funding from new and traditional donors.
  9. Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP.
  10. Represent WFP at international meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities.
  11. Prepare and provide inputs for briefing documents for senior level management meetings with donors.
  12. Maintain effective relationships with representatives of government donors through appropriate channels, and coordinate donor meetings, attending where required.
  13. Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.
  14. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of a crisis.
  15. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, International Development, Development Economics, Marketing Communications, Business Administration, Journalism or any other related field or a First University degree with additional years of related experience.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Six years of relevant experience in business development (private sector), development and/or humanitarian affairs or related fields;
  • Has implemented the resource mobilization work plan by delivering specific activities as defined;
  • Has provided direction to one or more junior staff members within area of expertise;
  • Has participated and assisted in negotiations for contributions and partnerships agreements with donors and host governments, in line with Internal policies and external regulations;
