Purpose of the Assignment
Provide technical support to the Ministry of Education in the process of developing the Uganda National

Time Frame
1. Through consultation with the Ministry officials and other stakeholders from civil society and a quick review of development literature related to marginalization in Uganda, identify the groups of children that should be addressed by the Uganda National Inclusive Education Policy and barriers faced by marginalized children.
2. Present the outcome of the two activities above to government officials, civil society representatives and marginalized children to validate the findings.
3. Through national and international literature review and consultation with professionals working for the marginalized children, identify best practices in Inclusive Education policies and practices at home and abroad.
4. Support a selected team of technical policy writers in writing the Policy and take the lead in the presentation of drafts during 12 different stakeholder consultation workshops/meetings (including regional consultations) and to document the critical issues arising from the consultative meetings.
5. Edit and design the draft policy document that will be presented during the regional consultations and to top Management of MoES.
6. Incorporate final input from MoES –Top Management, edit and submit the final draft policy document to MoES/UNICEF.
7. Develop the implementation costed work plan for the National Inclusive Education Policy.

Qualifications of Successful Candidate
Areas to be Considered
The assignment will require close collaboration with Ministry of Education & Sports, Ministry of Gender, Labour and Social Development (MoGLSD), Ministry of Local Government (MoLG), Civil Society Organizations, Private Sector, Office of the President-Cabinet Secretariat - Department of Policy Development and Capacity Building, and UNICEF. Methodology for this assignment will encompass: desk review, interviews, focus group discussions, stakeholder consultations, review of the existing materials and situation, observations, presentations, editing and design.
Conditions (Important)
The individual will be employed by UNICEF but is required to work in close collaboration with the Ministry of Education and Sports Special Needs Education Department, MoGLSD, MoLG, Office of the President-Cabinet Secretariat- Department of Policy Development and Capacity Building, Technical Task Force developing the Uganda National Inclusive Education Policy and other stakeholders.
