DANISH REFUGEE COUNCIL INVITES APPLICATIONS FOR THE POSITION OF

INFRASTRUCTURE OFFICER –Lamwo (01 Position)

Background

Danish Refugee Council (DRC) is a private, independent humanitarian organization working to provide durable solutions and promote human security.

In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.dk).

Duty station

Infrastructure Officer Lamwo: This position is based in Lamwo, Acholi Sub – Region. The Infrastructure Officer will be required to frequently travel within the district, and occasional travel to other parts of the country.

General objective

The Infrastructure Officer is responsible for the implementation of Infrastructure works in accordance with DRC internal and donor requirements.

Specific tasks and responsibilities*Coordination and Representation*

  • Under the guidance of the Infrastructure Coordinator, coordinate with stakeholders, all DRC infrastructure related linkages representing the organization within its internal guidelines/standards and those of donor partners.
  • Attend and represent the interests of DRC in all infrastructure related meetings with the DLGs and CF.
  • Coordinate all DRC activities (support and program) in the district of operation.
  • Represent DRC with the Local Authorities and other stakeholders in the district of operation.

Project Implementation

  • Contribute to concept and proposal development in the infrastructure thematic environment.
  • Contribute to grants management of all infrastructure projects through management of day to day project expenditures.
  • Take lead in designing of work plans and budgeting of sector programs and activitie
  • Actively participate in the PDPs re-validation exercise within the district of operation.
  • Participate/ guide the process of group formation/ selection for the implementation of the infrastructure projects.
  • Support the infrastructure project selection exercise.

  • Guide the selection of PMCs and organise their training

  • Ensure that project agreement forms (MoU) are fully approved and authorised before any group engages in infrastructure projects work

  • Issue necessary tools and materials to the beneficiaries of the approved infrastructure projects.Supervise the implementation of infrastructure projects

  • Ensure that DRC program/activities are carried out with pace, effectiveness and efficiency and in compliance with Internal/Donor and National policies/Operational Standards.

  • Ensure all relevant local stakeholders are involved in the planning, implementation and monitoring of the infrastructure projects.

Qualifications and qualities

  • Minimum a Bachelors Degree in Engineering, Environmental Studies, Development studies, Social Science and Social Work/Administration.
  • At least 2 – 3 years work experience in labour based infrastructure projects in a busy organization, preferably in an NGO setting.
  • Good communication and writing skills in English.
  • A pro-active person who is able to work independently and at the same time a good teamplayer.
  • Excellent interpersonal skills and ability to work independently with minimum supervision
  • Computer literate (proficiency in MS word, excel).
  • Ability to work in a culturally diverse set up.
  • Fluency in Acholi is an added advantage.

Conditions for the positions

  • The Position is contract based.
  • Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.
  • Expected start date: Immediately
