ACDI/VOCA is currently seeking a Chief of Party for the anticipated USAID Title II Development, Food Assistance Program (DFAP) in Uganda. This multi-year, is integrated with USAID strategies to improve and sustain the food and nutrition security of vulnerable populations through work at the individual, household and systems level to address the underlying causes of chronic food insecurity and strengthen

transformative opportunities. As Chief of Party (COP), his/her responsibilities will be to assume responsibility for overall DFAP program management ensuring achievement of objectives. The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the host government, sub-recipient partners and other donor and non-governmental organizations. This position is based in Uganda. Travel is expected to be over 50% of the time in-country.

Responsibilities:

  • Overall and general management: Assume responsibility for overall program management of the DFAP.
  • The COP will provide leadership, oversight, and support to all aspects of the program, including, but not limited to, improving livelihoods of beneficiaries, and promoting improved health and nutrition,
  • The COP will promote strong relationships with the USAID Mission, the host and other donor and nongovernmental organizations.
  • Financial and commodity management: Supervise budgets and financial accounting; work with the field and headquarters staff on development of budgets and, pipeline analyses; oversee commodity management and logistics staff to manage commodity pipelines.
  • Technical implementation: Oversee planning sessions, development, refinement and implementation of strategies to improve program performance
  • Monitoring and evaluation: Ensure accuracy of setting targets, progress tracking, and compliance with evidence of reporting; Ensure timeliness of monitoring and evaluation activities. Develop reports for donor and ACDI/VOCA management.
  • Reporting: Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with HQ and communications staff on development of profiles, success stories, etc.
  • Liaison with USAID Mission: Directly liaise with the Mission for an update, addressing issues and responding to project-related questions and requests; Conduct regular bi-weekly meetings with the Mission; Draft and submit regular weekly bullet points to directly inform the Mission on progress and encountered issues and actions taken.

Qualifications:

  • Master’s degree in development studies, international relations, agriculture, Nutrition, public health or related field;
  • Minimum of ten years of progressively increasing management responsibility in International development projects;
  • Prior experience managing development assistance projects of a similar size and scope in developing countries; experience managing multi-sectoral projects including agricultural development and maternal child health and nutrition;
  • Proven leadership skills. Demonstrated experience recruiting, developing, and managing staff;
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners;
  • Understanding and demonstrated commitment to the importance of gender and youth issues in food security programming;
  • Experience managing programmatic and financial reporting requirements;
  • Excellent oral and written communication skills in English and other language(s),

as required;

  • Ability to travel within the country and internationally, as required;
