Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western Uganda respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani, Arua and Yumbe in West Nile. With funding from SIDA, NMFA, ECHO and UNHCR, NRC is implementing integrated projects in Adjumani/Arua/Yumbe refugee settlements. NRC now seeks to recruit Project Officer for its Education Program
The Project Officers shall be responsible for the development and monitoring of all projects (or core competence) in West Nile. The current projects include education, livelihoods/food security and WASH.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose
Job description
- Facilitate Education project activities according to strategy, proposals, budgets and plans
- Ensure adherence to NRC policies and donor requirements
- Involve and inform communities and community leaders about the activities
- Break down the annual operational plans into weekly, monthly and quarterly implementation plans
- Coordinate with relevant partners
- Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
- Supervise, train and develop team
- Prepare periodic progress reports and other documents as required
- Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
- Specific responsibilities shall include:
- Supervise and inspect the ALP teachers and Head teachers regularly with specific focus on quality and professionalism
- Identify training needs of ALP teachers and suggest for relevant trainings to meet the needs.
- Organize and conduct regular meetings with ALP school/center management committees in view of improving the ALP activities
- Organize and conduct refresher trainings for ALP school/ Centre Management Committees if necessary.
- Compile and submit monthly ALP activity reports.
- Liaise and coordinate with relevant authorities and communities at field level.
- Identify and register learners for the ALP programme.
- Update the learners’ and teachers’ data base.
- Identify and coordinate ALP school/centre logistical needs.
- Liaise with the School Management Committee (SMC) during follow up of learners and in mobilizing local resources to facilitate teaching.
- Conduct community sensitization meetings on ALP programme.
- Guide, supervise and appraise project Assistants under ALP
Qualifications
- Bachelors Degree in Education, Development Studies or related qualification
- 3 years' Experience from working as a Education Project Officer in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Fluency in English, both written and verbal
